Public skills
Three narrow contracts.
Each skill publishes its purpose, accepted inputs, outputs, side effects, and limits. The same fields appear in the Agent Card and the human-readable pages.

Atlas is a research assistant, not an autonomous decision-maker. The limitations are part of the product contract, not fine print.
